The "Gaming on the Cheap" thread made me think we need a stickied thread with links to all the various free RPGs available on the web. There are hundreds, especially including quickstarts and the like.

So rules for this thread

1) Just RPG rules-sets, we already have a stickied thread for online gaming resources.
2) Try to get direct links to the games or the site hosting the game.
3) Actually Free Games, NOT PIRATED MATERIAL!

3.5/5 based on my ongoing reading. This is one of those games that claims to be compatible with older D&D stuff. That appears to generally be true but you'll have to do a bit of work if you don't want a high-powered game out of the gate. Starting mages are much stronger than their D&D counterparts.
Notably, this was designed by former ICE employee and HARP designer Tim Dugger. Comes across as heartbreaker-esque but it appears somewhat solid. This one is intended to be a "try before you buy" kind of thing but nothing is forcing you to buy it. If you do, however, the cheapest option is $2 or something equally affordable.

?/5 - I haven't read this work (I hesitate to call it a book - it's a wiki) but I've read the previous iteration. This is a simplification of the MEGA Role-Playing System by Isy Allon/Geir Isene. MEGA is a game that contains all of the 80s tropes in fantasy gaming. Chainmail bikinis, obtuse dice systems, and gratuitous chart lookups. Amar seems to do away with all of that.
I'm planning on giving it a thorough read once/if I finish MEGA.

Tekumel in space!

Very nice set of rules that allow you play in the era before Tekumel disappeared into a pocket dimension. Although a labeled as a "playtest draft," it is actually a very complete set of working rules as far as I can see. Fantastic illustrations, from which tonnes of inspiration can be drawn. Unfortunately, the Tekumel Foundation seemed to get its claws into it and the designer walked away in disgust. Too bad really.
Recommendation: Read it, prepped a module for it, but have not actually run a game. It looks very good, and there should be no problems, as it is essentially AD&D in space. One day I will see if I can do a Hangouts campaign with these rules.
 
Cyberblues City Deluxe - My "mellow cyberpunk" game, now with a totally off-the-wall future London setting. It's a Fudge based game, but tailored and enhanced for fast play and low-prep.

Bounty Hunters of the Atomic Wastelands - The title pretty much sums it up. It's kind of Fate 3.0 based but with a lot of the same features as Cyberblues City.

Mutant Bikers of the Atomic Wastelands - This one is a really old Fudge based game, but it still has a loyal following of sorts. It trades on it simplicity and attitude.

I've ran that, years ago! Well, it was a one-shot, we just wanted to try it.
It comes very highly recommended if your group has a dark sense of humour and likes the source material. But we came up with very unlikely treatment for injuries, and incredible combat stunts that had both players and GM laughing as the PCs were mowing down the opposition.
I'm not sure whether the PCs survived the end, but it was fully in-genre.
So: ***** if you have the requisite sense of humour, *** without it (not a bad system, but I don't know how likely it is to "click" with you).
