So, what system would you use to emulate the movie Scanners and others like it?

That's a cheeky one...maybe Edens Classic Unisystem via Witchcraft?

I'm trying to think of a psi system with a fatigue/strain mechanic.

Either GURPS, using Psionic Powers or Role/SpaceMaster, because of the crits.

I'm pretty meh on GURPS in general, but Scanners was a huge influence on GURPS Psionics and it's one of the few psi rules that works on the small scales necessary to represent the films.

What are you thinking in terms of "...and others like it"? I have the complete collection and I've always known it as a unique milieu. The only two works I've ever seen that are similar are CBC's Seeing Things and Willo Davis Roberts' young adult novel The Girl with the Silver Eyes.

I'm not sure what goes on in the mind of someone who watches Louis Del Grande's head explode and thinks "this would make a great novel for children".

I was thinking similar... most 'psychic' movies have a lot more wiz-bang than Scanners... stuff like The Power, The Fury, Carrie, and Firestarter.
Cronenberg had an earlier film called Stereo that was about an experiment to increase telepathy in surgically muted subjects... which seemed like it might be something of a spiritual precursor to Scanners.

Oh, that's true, I always forget early King/Bachman had a very SF tone.

HeroQuest would be a good fit. You get skills for normal use and a Keyword for Psionics.

Getting a Complete Victory could cause the exploding head or the personality swap.

I'd probably use a generic system. My preference would be EABA, but if my players didn't feel like dealing with EABA's crunchy goodness, I'd do it with GenreDiversion 3E. In both cases I'd stat up some psionic powers and related mechanics, which would be easy to do with both systems.

Scanners aside, I really liked Push as an example of a a psionic campaign.

I'm binging The Tomorrow People now.
I loved the original Tomorrow People back in the 70s. Not sure if I could watch it now. Though there's a part of me wants to seek it out and see if it's a freaky and scary as I remember it. I feel the same way about Space: 1999. I know there were a couple of truly horriffic episodes of that, but I'd have to go though the 70s to find them.

I've never seen it but I like a lot of old UK scifi series. I watched the original run of Survivors and liked it a lot. Then I watched the re-make and was sad to see how they'd dumbed it down and injected more 'action'.

Yes.

I found a source with everything, including the 1990s TV movie and documentary on the 70's series.

Could you post a link, pretty please?

I have always wanted to rewatch the 70s series as I watched it as a kid and thought it was incredibly sophisticated. I wonder, now, if it would be very dated.

The new TV series was far better than I expected and captured the essence of the original while bringing it bang up to date.
