I'm also not sure how appropriate Cold Shadows is for an espionage game given that you, as GM, might have an idea whose betraying whom only to see all your plans and schemes undone by a player's statement following a wager.
 
I just watched the first episode of The Night Manager, and now am in more of a mood for slow burn espionage gaming, but I'm not sure how suitable Cold Shadows is for my group. Some of them don't take well to that degree of narrative authority.
Check out the aforementioned The Service, it is PbtA and a free playtest but aside from one flashback move I don't find it particularly narrative although those mechanics don't bother me so I may be missing something.
