A city of several million people always has something going on and New Hope is no exception. Sometimes it seems as if there is never a dull moment, never a lull in the action. The city rarely sleeps and when it does, it sleeps lightly. Of late, several issues are especially plaguing the city and its inhabitants.

Gang activity over the past several weeks has spiked to an all-time high. Harrison Park, the center of much of this activity, is all but locked down by the New Hope Police Department. They've set up a perimeter around the troubled district and have urged most residents to stay clear unless they have a legitimate reason to be there. The police are hard-pressed to really do much about the problem and have shown reluctance to even patrol the district.

Devastator, once a protector of New Hope, seems to have gone bad. When he appeared on the scene back in 1994, shortly after the Terranar attack on the city, many thought his choice of name was more appropriate for a supervillain but he proved time and again with his actions that he was indeed a hero. The seven foot tall creature with bright red skin and leathery dragon-like wings struck fear into the hearts of villains. Immensely strong and tough, able to breathe fire and fly, he took the city by storm. Within a few months, it was discovered he was not an extra-dimensional or alien being, but a human man who had been transformed into the creature that he had become. He has never confirmed it but most believe he was transformed somehow by the Terranar bomb. By 1995, Devastator toys, comics, books and other merchandise were being sold in every department and specialty store in the city. Devastator became the face of New Hope and its biggest hero. Sadly, two weeks ago, Devastator attacked an armored convoy that was transporting a mysterious alien artifact to an undisclosed location, and succeeded in stealing the artifact. A week ago, along with the supervillain Shard, Devastator broke into the offices of Stone Enterprises and stole an experimental bio-medical device prototype. He hasn't been seen in the past week.

June 3rd, 2019 is just two days away and marks the 25th anniversary of the detonation of the Terranar bomb. The Terranar have not made an appearance since they retreated back underground all those years ago but the city is nervous. With gang activity out of control, and Devastator seemingly turned to the side of villainy, many see this approaching anniversary as ominous at best. City officials are doing their best to maintain calm but it has been a struggle.

Despite the overall mood of the city, the afternoon of June 1, 2019 is bright and sunny, with just a few wispy clouds listlessly floating through the sky.

Tony Tallarico sits at a small table outside a French cafe called Pretentieux in the Beacon Heights district of New Hope. Nicolette Kidder, his current girlfriend, had asked him to meet her here for lunch. She is almost fifteen minutes late and there is still no sign of her.

Just a few tables over, taking advantage of the nice weather, Courtney Grayken sits with Morgan Crier. Morgan chose the restaurant as it is in close proximity to her office at the Tribune, and had told Courtney that she couldnt go far from the office today as she had to be back on time due to a story deadline.

Nearby, Evan Williamson has just finished up his first class of the day at his Ookwo Martial Arts Center. Located on the west side of Beacon Heights, the studio takes full advantage of the large student populations of New Hope University and New Hope City College. Malcolm Rivers, one of the more promising students at the studio, is spending a little extra time working with Evan before heading back to his apartment.

David Layton had ditched school at lunch to head into Beacon Heights to see Professor Brewster. The professor regularly scheduled appointments with David to examine him and see how he was doing. Today wasn't a normal appointment but David had wanted to ask a few questions and since school lunch tended to suck, he hopped the monorail and headed into the city.

Farouk ibn Hassan still didn't usually wander around outside, especially during daylight hours. But today he had decided he was bored and wanted to explore. He left Katherine's apartment on the eastside of Beacon Heights wearing his raincoat and hat and started walking. He was getting plenty of strange looks, either because he was wearing a raincoat and hat in bright, sunny weather or because despite the disguise he still looked strange enough to garner plenty of attention.

The relative calm of the early afternoon was soon shattered by the sounds of police sirens. First one and then another and another and then another half dozen passed Farouk screaming down a main thoroughfare. A minute or so later, they passed Pretentieux where Tony and Courtney sat at separate tables, then passed the monorail station where David was just disembarking from his ride, and finally roared by the Ookwo studio where Evan was working with Malcolm. Something big was going down.
 
Well, she's late anyway so I rush outside to see what all the hubbub is. If I can't see it firsthand, I'll look up local breaking news on my cell phone.
 
"Hey, Prof, the cops are lighting 'em up and hauling ass down the street. Probably be late." David dictates the text message into his phone while looking for a place to ditch his street clothes, pull hides n his mask and hide his backpack...

OOC: To be clear, Tony is at an outside table, next to the sidewalk.

Tony turns to watch the police cruisers speed past the restaurant, and sees them make a hard right onto a busier street two blocks away. He sees nothing to indicate what is going on. He is about to check his cell phone when it rings. Nicolette's name pops up as the caller. Answering the phone, Tony hears some indistinct noises that he can't place and then a breathless, "Tony, I'm in trouble". Then the call is lost.

Quickly checking for breaking news on the phone's browser, he finds that there is some sort of hostage situation spinning up at the Channel 7 TV studios but no further details are available yet. Tony is aware that Nicolette was doing an interview there this morning.

David finds a spot to change and hide his civilian clothes underneath the monorail tracks, up against one of the track supports. The police cruisers, eight of them, round a corner about fifty yards away from David and the sirens fade a bit but he can still hear them in the distance so they must have stopped somewhere not too far away.
 
I find a phone booth or other likely location and switch to the dynamic, devil-may-care, death-defying daredevil of derring-do dubbed Double Devil! Once done, I'll use my incredible Agility and swingline to start swinging over to Channel 7.
 
Farouk had become very used to the loud wailing of these 'cars' which the local militiamen used in place of chariots in this city which he found himself. At first he'd thought them a new adhan, from some nearby muezzin, but his erstwhile mistress Katherine had told him their real purpose, and that rather than an exhortation to worship they were both a warning, and a sign of comfort to the citizens that the soldiery were mobilising swiftly to deal with some threat to their wellbeing.
Still, it was unusual for so many to congregate in one place, and as his mistress hadn't expressly forbidden him from interacting with the populace, his curiosity got the best of him... Taking advantage of the fact that most of the passers-by were no longer looking at him, he stepped into an alleyway and in an instant had become a wispy cloud of smoky vapour which floated quickly upwards and in the direction the police convoy had gone.
OOC: first test of powers, go insubstantial then use flight.

In the old comic books, there were always phone booths to change into but sadly they have mostly disappeared, and unlike vinyl records they don't show any signs of a resurgence in popularity. Tony is able to duck into a nearby alley and change behind a dumpster however.

Moments later, Double Devil appears and beings swinging across the rooftops towards the TV station. The trip takes a little more than five minutes. Landing on the roof of a five story building across from the TV station, Double Devil takes in the scene. There are some twenty police cruisers littering the street and parking lot outside the studio. More sirens can be heard approaching from off in the distance. Officers are positioned behind open car doors or laying their service revolvers across the hoods of their cars. The building itself appears completely intact. There are no blown in doors, no shot out windows, nothing to indicate what exactly is going on inside.

Moments later a SWAT van pulls into the parking lot dispensing half a dozen officers in body armor and carrying high-caliber rifles. They stay near their van, just kind of milling around. So far, it isn't apparent who is in charge or running the operation and no officers are making any moves to enter the building.

There is a main entrance on the front of the four story building, lots of windows on all sides, and multiple large antenna's on the roof. There is a smaller side entrance that DD can see from his vantage point and presumably one in back as well. There also appears to be a door on the roof, likely for access to the antennas.

Farouk arrives on the scene at the TV station a minute or two after Double Devil and sees all the activity, the many police cruisers, the SWAT van, the dozens of officers with weapons drawn, the antennas on the roof, the entrances to the building and all the rest (OOC: described to Dumarest Dumarest above). He does not currently see Double Devil on the roof of the five story condominium building across from the TV station.

OOC: Farouk can have landed on another rooftop adjacent to the TV station or on the ground, your choice.
 
"Looks like you may have another story to write," Courtney notes to her friend, who she knows will want to find out what's happening. "Go. I'll cover," she adds, not wanting to hinder Morgan from a potential scoop.

As soon as Morgan leaves the restaurant Courtney doesn't bother with using her credit card to pay - just leaving several twenties on the table was faster, and would be more than enough to cover both the bill and a generous tip. The food wasn't spectacular, she muses to herself as she heads for her car, but at least the place is appropriately named.

Once back in her car in the nearby parking deck, she grabs a small duffel bag from a hidden compartment behind the back seat. It wasn't easy, changing clothes hurriedly inside a vehicle, but a quick change from her regular clothes to her crime-fighting outfit was actually something she had practiced... and at least the tinted windows kept anyone passing by from getting an unexpected show. As she does so, she makes a call. "Ana, something's being a bother in Beacon Heights. Lots of flashing blue lights. I know traffic is going to be a mess, is there anything else I should know?" If by any chance anyone was listening in to their conversation, nothing would sound untoward, but Ana would know what she meant, and would try to get her some intel via any local news reports.

After (hopefully) hearing back from Ana, and taking a moment to make sure the immediate vicinity was clear, she exited the car from the side opposite from the deck's security cameras, and kept low as she did so. After moving down past a couple of vehicles, she'll then propel herself over the concrete railing and outside the parking deck, letting herself drop a level before taking flight toward where all the activity seems to be congregating at. Fortunately, most people don't look up unless you give them a reason to.

Once she gets close to where all the activity is, she lands on a nearby rooftop; far enough away not to draw the attention of the police just yet, but close enough to observe.

Mental note, she thinks to herself, need to get some binoculars.
 
Courtney, dressed as Gravitas, lands on the roof of a six-story office building adjacent to the TV station. She arrives just moments after Farouk and sees the scene that has already greeted both The Genie and Double Devil. The police seem to finally be setting up a mobile command post at the far side of the parking lot for the TV station. A large RV type vehicle arrives, NHPD MOBILE COMMAND POST stenciled boldly on the side of it.

No attempt is being made to enter the building. That would indicate a hostage situation. No gunfire can be heard from the building and no loud sound at all other than the swarm of activity outside.
 
Starchild runs as fast as he can in an attempt to follow the police cars...
 
OOC: does Gravitas see either Farouk or Double Devil? Understandable if not, as her attention would be on the Channel 7 building.

Evan ducks into the dojo and changes into his costume. He climbs the ladder to the roof and begins swinging his way towards the action.

Starchild tries to keep up but the cruisers quickly outdistance him. Fortunately they have stopped somewhere up ahead as he can still hear the sirens in the distance. A few more minutes of running, and he sees the hotspot as he runs around a corner. The Channel 7 TV station building is virtually surrounded by law enforcement. A command post has been set up and the place is a hive of activity.
 
OOC: does Gravitas see either Farouk or Double Devil? Understandable if not, as her attention would be on the Channel 7 building.

OOC: So far, none of the heroes have seen one another.

Evan makes his way towards where he can hear the sirens and finds the Channel 7 TV station under siege from a battalion of cops.
 
I'll swing down to the cops and inquire as to the situation.

Double Devil swings down into the parking lot where most of the officers are congregating. The rest of the heroes see the costumed individual land amongst the police and stride confidently up to an officer standing just outside the door leading into the mobile command post. Gravitas, The Genie and Red Trident watch from nearby rooftops and Starchild stands at the corner of an adjacent building.

"Got a hostage situation here. Armed terrorists, maybe a dozen of them. Stormed the building and took hostages, we aren't sure how many." The officer, whose name is evidently Rowland based on the name tag pinned to his chest, clams up suddenly as if trying to decide if he wants to really be telling this garishly costumed person standing in front of him anything further.

OOC: Dumarest Dumarest, go ahead and make a Total Public Status roll. Double Devil has a 20 so that would be a 60% or less roll. I will use the honor system for dice rolls. Feel free to roll actual dice or use an online roller and report the results here. Be sure to include anything you might say to the officer to put his mind at ease, or any specific questions you want answered. Everyone else, now that one of you has shown himself, are you all just still watching or planning to take other actions?
 
Farouk returned to his physical form (OOC: cancel the Intangibility) and sat cross legged on the edge of the building, looking down on the scene in front of the Channel 7 office. Unaware that there were others observing from similarly elevated positions, he chuckled to himself as the scarlet clad individual swung dextrously down to join the group congregated in the plaza.

'Ah', he said with a broad smile, 'the mighty warrior Esfandiyar has arrived to slay his enemies. Or perhaps, Aladdin, come to bamboozle and outwit his foes and steal away his prize from under their very noses? It seems that even in this time, great heroes step forth to oppose evil and protect the weak! Perhaps I may be of some assistance...'.

With that, he once more resumed the form of mist, save for a pair of glowing golden eyes, and began to fly towards the Channel 7 building looking for a means of ingress.

OOC: see if there is an open window, ventilation shaft etc on the upper levels where Farouk can slip into the building unobtrusively.
 
Seeing the brightly clad make his way down from the opposing rooftop to the policemen below on the street, Gravitas sighs, and makes a decision. Wasn't quite planning to go so public just yet, she thinks to herself, but if he's planning on going in, best we coordinate and not trip up over each other.

Witg that though in mind, Gravitas flies down toward where Double Devil and the police are, slowly enough to hopefully not overly startle the latter.

"You're Devil something or other, right?" Rowland asks. "Yeah, we don't know what they want yet. Lieutenant Shanks is in charge. He's inside here," Rowland says, nodding towards the Mobile Command Post behind him. "He's still trying to establish communications with them. We did get a couple of 911 calls from inside the building, but all they really told us was that there were maybe a dozen men wearing ski masks and carrying assorted weapons. According to one call, most of the hostages are being held on the second floor, inside the studio where they air the nightly news."

Gravitas lands behind Double Devil at this point and approaches.

Meanwhile, Farouk floats towards the building, looking for a means of entrance for his misty form. After a few minutes, he finds a vent on the roof that leads into the ventilation system of the building.

OOC: Tulpa Girl Tulpa Girl, go ahead and make that Total Public Status roll as well.
 
Does Starchild see any of the other costumed heroes?

Starchild definitely sees both Double Devil and now Gravitas talking to Officer Rowland. He does not see The Genie or Red Trident as of yet.

"Officers," Gravitas says to the nearby police, giving a nod in the direction of Double Devil. "Taking over a tv station may mean that they a specific message they want to get out to the world... something they presumably can't just buy ad time for," she says. "Which means the hostages may or may not be incidental to their goal."

And if the message is the important part, she muses to herself, then we may be dealing with fanatics... making them all the more dangerous.

I'm assuming we can see Starchild as well and know he and Gravitas aren't supervillains.

Farouk hovered over the air intake. 'I hope this isn't a chimney', he mused remembering an unfortunate incident in Baghdad involving a leg of roast lamb and a rather comely young ifrit girl... He licked his lips nervously at the thought, before deciding discretion might, for once, be advisable.
'By the Sacred Scrolls of Sekmet' he whispered, and a large glowing tome appeared in front of him in mid-air. He closed his eyes, concentrating, and the pages began to turn of their own volition, until stopping to reveal a miniature replica of the Channel 7 building, perfect in every detail.

OOC: Can I try the Information spell to get a floorplan of the building?

Farouk works his magic and does indeed get a floorplan of the building. The plan is about ten years old, and might not reflect any changes that have been made such as renovations since the time the plan was filed with the city. The first floor of the building contains mostly a lobby, reception area, and a few offices of various public relations employees. The second floor is the production floor, containing the newsroom studio where all the news broadcasts are done from, along with some production-related offices and equipment rooms holding various computer and communications gear. The third floor contains mostly offices for various employees, including those of the on-air personalities. The fourth floor contains offices for the station executives. Having not been privy to the conversation between Rowland and Double Devil, Farouk doesn't know for sure that a hostage crisis is what is transpiring here or where the hostages are supposedly located.

OOC: The Reveal Facts use of the Information spell is what allowed Farouk to find the floorplans. Again though, they might be slightly different as the last time they were filed with the city was ten years previous.
 
Double Devil, Gravitas and Starchild are all aware of one another. Gravitas is standing next to Double Devil and both are aware of Starchild standing nearby.

Both Gravitas and Starchild recognize Double Devil as a hero who has had a bit of publicity in New Hope. Double Devil believes he has heard some information on the heroic exploits of both Gravitas and Starchild, but the details are vague in his memory. Gravitas and Starchild both believe each other to not be villains, and have also heard some vague rumblings of the other's heroic activities.

Up on the nearby roof, Red Trident also recognizes all the heroes on the ground as good guys. He knows Double Devil's name but is having a harder time placing the other two with one hundred percent certainty.

The Genie is now over the roof of the Channel 7 building studying the floorplans and is no longer in position to see what is occurring on the ground with the police and the heroes.

When DD asks to speak with Lieutenant Shanks, Rowland frowns in thought. After a moment he says, "I don't see why not, as long as he's willing. Probably could use the help here. Just a second."

Rowland bounds up the few steps leading into the mobile command post vehicle and leaves the heroes standing outside. He's gone only a minute or two, returning with a stern looking man in mid-50's. He has black hair, peppered around the temples with gray. He's dressed in a dark gray suit that fits his chiseled frame like a glove.

"I'm Lieutentant Shanks. Are you guys here to help? I'd prefer Justice Force but since they been dead 25 years, I guess that ain't happening." He looks you over, eyes settling on Double Devil. "Double Devil, isn't it? I think I heard about you. Not so sure about your friend here," he says, with a glance at Gravitas. He thus far hasn't spotted Starchild. "Do you think you're up to the task? I'm hesitant to involve you and wonder if it isn't safer to let my hostage negotiators handle things. But I'm also concerned that the hostage takers haven't yet made any demands so I'm open to suggestions because I have heard there might be two or three dozen hostages in there."
 
"Call me Gravitas," the heroine says to the Lieutenant. "I suspect we all would prefer the Justice Force were here to deal with this, but we have to play with the cards we're dealt." She then looks in Starchild's direction. "Looks like we have someone else who wants to lend a hand."
 
"Either of you have any special way to sneak in and see what's going on without getting anyone shot?"
 
"No invisibility or super-stealth powers, sorry," Gravitas responds. She then looks at the four-story building. "Anyone know which floor the broadcast studio is on?" She couldn't help but feel that's where the majority of the hostage-takers would be at.

Armed with this new information, Farouk banished the book back to its own dimension, then flew in through the vent and began to make his way through the buildings air ducts.

OOC: I'm hoping to have a quick(ish) fly through the vents - so hopefully hidden - to try and figure out where people are inside. Given he doesn't know what's going on this is just a recon to try and get an idea of rough numbers and locations that Farouk could pass on to others. If it would take too long to get anything meaningful or you don't think it's feasible then I will revise.

He turns towards the building, then stops, turns back and asks, "What am I looking for?"
