Is there a Fan/Open Source/OGL version of the 'A Call to Arms' Starship Combat Wargame rules out there?

I seem to recall once upon an internet time I found a pdf of a fan version of the old Babylon 5 Starship Combat game called 'A Call to Arms'. But now, for the life of me I can't find said pdf.

So my question is for any other B5 Starship Combat fans out there, am I right, is there somewhere floating in the interwebs a fan compilation of the ACtA's rules? or is it just a fevered dream I one had.

I know there is a Fan version, of the B5W Babylon 5 Wars rules (called 'Advent of the Galactic Wars' Kitchen Sink edition) and I've grabbed those. But I'm interested in the ACtA ruleset. The same ruleset that had been modified and used for a SFB Star Fleet Battles games called 'A Call to Arms: Star Fleet'.
