I've started to work on my campaign, and have my first stab at it. I'm putting down my thoughts, to actually get somewhere with it and get the ideas out to my players sooner than I would otherwise.

Rough Timeline (no years stubbed in yet)

1. Technological Advances lead to humanity discovering how to discard the human form and take other bodies
2. Humanity takes to the stars
3. Discovery of Star Gates places other FTL travel technologies (including Ego Casting, which was the primary method before this) on the back burner.
4. Discovery of Precursors that created the Star Gates leads to the collapse of civilization. Humanity narrowly extinction as the StarGates are destroyed.
5. Famine and Disease are rampant in the remnants of humanity. A caste system to prioritize resources and prevent the spread of disease is created
6. The Social Police are created to enforce caste separations and transitions between castes.
7. FTL travel through the casting of Egos rediscovered. The reclamation period begins.
8. The Food Riots (actually over more than food, but simplified to be about that) concentrates more power in the hands of the Social Police.
9. The Entertainment guild is formed and tasked with PR and keeping the lower castes in line.
10. Overworld (Sakharya) is discovered- an experiment of the Precursors. It is a Shattered Dyson Sphere, an apparent dabbling in creation. Inside is a civilization unaware of the galaxy beyond, currently developing in a pre-renaissance period, but at a slower pace without the exposure to the concepts that caused our own rapid growth. And the fact that something akin to magic works there, which hampers scientific progress.
11. Many caution that dealing with technology of the Precursors is folly, as is tampering in the development of other sentients. The Social Police and the Entertainment Guild see an opportunity. Overworld is seen as an opportunity to revitalize the entertainment industry and keep the citizens pacified as they are glued to the ability to experience an actors adventures on a real world.

The PCs will be actors - going on adventures in Overworld and having their experience broadcast back to millions to pacify them as they experience their danger second hand. Actors are one of the only professions were all castes intermingle, so they can be from different castes and still work together as a party. Back at home between adventures- that's a different story. Sakharya is a bit more socially progressive, but is also a place of dreams and decadence. The Social Police are a presence, but know that this place has to work to keep the populace in line, so handle with a lighter touch than elsewhere.
 
As far as the feel of the campaign, I'm thinking it's mission oriented while on Overworld, and then more sandbox when they're back on-planet.

Missions they have will be sort of anathematic- the Entertainment Guild and Social Police gain their control and money by having Overworld destabilized. So many of their missions will be to destabilize the governments, spread fear, and foment war. There are some actors that get to do the heroic stuff, but those are the higher paid actors, where they will be struggling actors, with all that entails.

When they're back, they'll see first hand the price of their actions in the social response - the fluff that they provide will keep people addicted, and the underworld will head in that direction with bootleg sims of their adventures and loops to let people deaden their senses in a looping sim that appears like they're in control by hacking their responses to create a sort of game. What they do with that knowledge, and the platform that the Entertainment guild is also giving them, is up to them.

"Hey, I have a great concept for a character, I think I'm going to name him Michael. Or Hari? Yeah, Hari would be better. But in-world, he'd introduce himself as Caine:shade:!"

Just as a personal comment: the name Sakharya sounds a lot like "Sugar-ya" to me:shade:.
