City of Mist would be 2010's, as would Masks.

looking at it's descripion "City of Mist is a tabletop role-playing game about ordinary people with the powers of myths, legends, and fairy-tales, searching for the truth in a mystery-shrouded metropolis", sounds more urban fantasy

Doing a search on DriveThru using 'Core Rulebook' and 'Super hero' I come up with 674 items. Looking at the first page of the list (items 1- 50) about 1/3 to 1/2 of them I recognise as RPGs, which would suggest 200+ just there.
 
A couple outliers:

Super World first appeared as one of the booklets in Worlds of Wonder. The power rules are reprinted in the BRP BGB.
The Fantasy Trip had a Space Gamer article that covered supers that got republished in The Fantasy Trip Companion a couple years ago.
Gamma World had a Dragon Magazine article that covered supers.
Top Secret SI had a FREE Lancers supplement for lower end supers.
I think d20 Modern had a super hero book as well much like the little d20 Future supplement.

I've actually never designed a superhero game. I've fiddled with it a time or two but that's one I've never really figured out or had much inspiration for. Maybe if I ever do the game where skills are in hours invested and strength and endurance are factors of mass and body mass index I'll try to figure out ultra realistic approaches to super powers. It could be like Hybrid 2.0.

lol, I dunno, maybe I'll eventually try to tackle everything on Drive-Thru

as far as restrictions - I'm only doing classic four-colour superheroes (costumes, fight crime, etc) and their variations, not "anything from a comic book" or "anyone with powers". Has to in some way represent the tropes of the genre - so, Sailor Moon counts, Werewolf: The Apocalypse does not. And I'm leaving off Pulp, even though there is some crossover there.
 
There's one of my personal favorites, Masks (no, not that one), written by Blacky the Blackball. It's an amalgam of FASERIP and ICONS. I want to say it was published in 2014? (Yep, just checked. January 2014.) Anyhoo, you can find it here.

There's also Blacky the Blackball's other super-hero RPG, FASERIP... which is really badly named as it's actually an amalgam of FASERIP and Golden Heroes. It was published in 2016. Anyhoo, you can find it here.

If Cosmic Enforcers (1995 btw) is, then Rifts Dimension Book 4: Skraypers definitely qualifies as well.

But that brings something else up. Is Street Fighter, 1994 a superhero game? Each character is supposed to have a costume/distinctive outfit. They have powers. They fight crime. They're basically just a variant on street level superheroes. And then that makes Fight! a superhero game.

What about FGU's PSI world? It's more of a secret/underground supers setting.

I'm assuming pulp games are out even where there is overlap in characters like The Phantom, The Spider, and The Shadow.
 
Speaking of Simon Burely's games "The Comic Code" is a superhero game from 2014. I really should have remembered that one earlier as it was one of the UK Roleplaying Collective era games so I remember getting on of Simon's early drafts to comment on.

EDIT: Rotted Capes and Man Made Mythology. are supers games. both kickstarted successfully and vanished without a trace equally successfully. I know this because I backed them (or at least one and passed on the other). Both available on Drivethrunow. The latter is som OGL 3.xx D&D compatible shite. No idea why I backed it but it's on sale at 90% off on Drivethru. Neither available as POD any more.

Better Angels (2013) - Borderline and depends on if you're strictly "hero focused games only". It's definitely a supers game though.
